Ontario is Canada's most populous province and the most common destination for newcomers. The Ontario Immigrant Nominee Program (OINP) issues thousands of nominations each year across a range of streams — and an Ontario nomination adds +600 CRS points to your Express Entry profile, virtually guaranteeing an ITA.
How the OINP Is Structured
The OINP has two main tracks: Express Entry-aligned streams (connected to the federal Express Entry pool) and employer-based streams (tied to a specific Ontario employer). The Express Entry streams draw candidates directly from the federal pool.
Express Entry-Aligned Streams
These streams pull candidates from the existing Express Entry pool. To be eligible, you must already have an active Express Entry profile.

Human Capital Priorities Stream: The Flagship OINP Stream
The HCP stream is the largest OINP stream by invitation volume. OINP proactively identifies candidates from the Express Entry pool who meet their requirements and sends Notifications of Interest (NOIs). Receiving an NOI means Ontario wants you to apply — you then have 45 days to submit your OINP application.
- Must have an active Express Entry profile with CRS 400+
- NOC TEER 0, 1, 2, or 3 occupation
- Language scores: English or French at CLB 7 or higher
- Education: minimum one-year post-secondary diploma or degree
- Must have genuine intention to live and work in Ontario
- OINP draws periodically target specific occupations — tech, finance, healthcare, engineering
Employer Job Offer Streams
If you have a confirmed job offer from an Ontario employer, two additional streams may apply:
- Employer Job Offer: Foreign Worker Stream — for workers outside Canada with a permanent full-time offer from an Ontario employer with a positive LMIA (NOC TEER 0/1/2/3)
- Employer Job Offer: International Student Stream — for international graduates with a job offer from an Ontario employer, within 2 years of graduation from an eligible Ontario DLI
Masters and PhD Graduate Streams
Ontario has two graduate streams that do not require a minimum CRS score. If you graduated from an Ontario university master's or PhD program within the last 2 years, studied full-time, and intend to settle in Ontario, you may be eligible for a direct OINP nomination. These are very popular but have limited annual allocations — applications are typically accepted only during specific intake windows.
How Long Does OINP Take?
After submitting your OINP application, Ontario typically processes within 30–90 days for Express Entry streams. Once you receive a nomination, you add it to your Express Entry profile and should receive an ITA in the next draw (the +600 bonus is effectively a near-certain ITA).
