Everything you need to know about Canadian study permits - updated for 2026

  • A study permit is an official document issued by IRCC that authorizes a foreign national to study at a Designated Learning Institution (DLI) in Canada. You need a study permit if your program is longer than 6 months. Programs shorter than 6 months do not require a study permit - but you cannot extend your stay to continue studying without getting one. Children studying at the primary or secondary level in Canada as dependents of a temporary resident worker generally do not need their own study permit. A study permit is not a visa - you may also need a Temporary Resident Visa (TRV) or eTA to enter Canada depending on your nationality.   • A Designated Learning Institution is a school approved by a provincial or territorial government to host international students. You must be accepted by a DLI to get a study permit - acceptance by a non-DLI does not qualify. DLIs include universities, colleges, language schools, vocational institutes, and some secondary schools. Not all DLIs are equal for immigration purposes - only specific DLIs offer Post-Graduation Work Permit (PGWP) eligibility, and only public DLIs qualify for the 2026 master's and doctoral cap exemption. Choosing the wrong institution can eliminate your ability to work after graduation. We advises students on DLI selection based on their specific immigration goals before they apply.
  • Processing times vary significantly by country and program level. Standard applications: typically 4 to 16 weeks depending on your country of residence. Student Direct Stream (SDS) for eligible countries: targets 20 business days. PhD applicants at public DLIs: IRCC has set a 14-day processing target starting 2026 - one of the fastest processing commitments ever made for study permits. If you apply as a PhD student and include your spouse and dependent children in the same application package, they also benefit from the 14-day target.   • A Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) is a letter from a province or territory confirming there is space for you within their allocated international student quota. Without a PAL or TAL, most study permit applications will not be accepted for processing in 2026. However, important exemptions apply: master's and doctoral students applying to study at public DLIs are fully exempt from the PAL/TAL requirement starting January 1, 2026. Primary and secondary students, Quebec vocational students in certain programs, and some other categories are also exempt. If you need a PAL, your DLI initiates the process - you cannot apply for it directly. We advises on whether your program requires a PAL and coordinates with institutions accordingly.
  • Canada introduced a cap on study permit applications in 2024 and has continued it in 2026. The 2026 cap allows 309,670 new study permit applications to be accepted for processing - 7% lower than 2025 and 16% lower than 2024. Each province receives a share of this allocation distributed to their DLIs. Once a province's allocation is filled, no more PALs can be issued for that year, effectively closing applications for non-exempt students. Master's and doctoral students at public DLIs are completely exempt from this cap - they can apply at any time regardless of whether the cap has been reached. For undergraduate and college students, applying early in the year is critical to secure a space within provincial allocations.
