Global Talent Stream — Hire Tech Talent in 2 Weeks

The Global Talent Stream (GTS) is Canada's fast-track LMIA program for tech and innovation employers. With a 2-business-day processing target at both ESDC and IRCC, your candidate can have a valid work permit in approximately 2 weeks. VMC's licensed RCICs prepare complete GTS applications — Category A, Category B, and Labour Market Benefits Plan — and support the work permit through to approval.

UNDERSTANDING GTS

What is the Global Talent Stream?

The Global Talent Stream is a stream under the Temporary Foreign Worker Program that aims to process LMIA applications in approximately 2 business days — dramatically faster than a standard LMIA. It is designed for Canadian employers in the tech and innovation sector who need to hire highly skilled international talent quickly.

ESDC targets 2 business days to process the GTS LMIA when the application is complete. IRCC targets 2 business days to issue the work permit. From start to finish, workers can be in Canada and working in approximately 2 weeks.

This IS an LMIA (Not LMIA-Exempt)

GTS requires a positive LMIA from ESDC — the $1,000 LMIA fee applies. GTS is not an LMIA-exempt stream. The speed advantage over a standard LMIA comes from the accelerated processing service standard, not an exemption.

Two Categories

Category A: Employer referred by a designated GTS partner organization, hiring unique talent. Category B: Position on the ESDC in-demand occupations list. No referral needed for Category B.

Labour Market Benefits Plan

All GTS applications require an employer Labour Market Benefits Plan (LMBP) committing to activities that benefit the Canadian labour market — hiring Canadians, training, knowledge transfer, or R&D investment. Annual compliance reporting applies.

Prevailing Wage Requirement

GTS workers must be paid at or above the prevailing wage for their occupation in the region. For most in-demand tech roles in major cities, this is typically $38.46/hour or higher. Wage must be verified against ESDC's wage database.

Who Benefits Most

Tech startups, scale-ups, and companies hiring senior developers, data scientists, and IT leaders who cannot wait 3–6 months for a standard LMIA. GTS enables rapid deployment of critical talent.

Category A vs. Category B — Which Applies to You?

Every GTS application is either Category A (designated partner referral) or Category B (in-demand occupation list). The key difference is the source of the fast-track eligibility.

Category A

Designated Partner Referral

Your company has been referred by an ESDC-designated GTS partner organization. The partner issues a formal referral letter that you include in your LMIA application. The position does not need to be on the in-demand list.

Key Requirements

  • ✓ Worker must have unique and specialized talent not readily available in Canada
  • ✓ Position does NOT need to be on the in-demand list
  • ✓ Employer must still submit Labour Market Benefits Plan

Best for:

Companies with VC funding or existing relationships with innovation agencies. Positions that are hard to match exactly to in-demand list NOCs.

Category B

In-Demand Occupations List

Your position must exactly match an occupation on ESDC's GTS in-demand occupations list. No referral needed — any employer can apply as long as the role qualifies and the wage floor is met.

Category B Requirements

  • Position must exactly match a NOC on the current in-demand list
  • No designated partner referral required
  • Wage must meet or exceed the prevailing wage floor
  • Labour Market Benefits Plan required
  • Worker must meet qualifications for the NOC

Important Caution

The in-demand occupations list is updated periodically by ESDC. A position that was on the list last year may have been removed. VMC verifies current NOC eligibility before submission.

Best for:

Any employer hiring in clearly defined tech roles on the ESDC list — especially software engineering, data science, and cybersecurity positions.

The in-demand occupations list is maintained by Employment and Social Development Canada and changes from time to time — occupations are added or removed based on labour market conditions. VMC verifies the current list against your specific NOC before preparing any GTS application. Do not assume a position is eligible based on older information.

How GTS Achieves 2-Week Processing

GTS processing speed comes from ESDC and IRCC service standards — both agencies target 2 business days for their respective steps when the application is complete and correct. Here is how the total timeline unfolds.

Step-by-Step Timeline

Days 1–3

Employer Preparation

Employer contacts designated partner (Cat A) or confirms position on in-demand list (Cat B). Gathers job description, wage evidence, and corporate documents. VMC prepares LMBP.

Days 3–7

GTS LMIA Application Submitted to ESDC

Employer submits complete GTS LMIA application including: job description, wage evidence, referral letter (Cat A), proof of NOC eligibility (Cat B), Labour Market Benefits Plan, and all supporting documents.

Days 7–9

ESDC Review — 2 Business Day Target

ESDC reviews the application. Target: 2 business days for a complete, error-free application. If additional information is requested, this clock resets. A positive LMIA is issued.

Days 9–10

Worker Submits Work Permit Application to IRCC

Worker submits work permit application to IRCC with the positive LMIA number, passport, supporting documents, and fees. Can apply at a port of entry (flagpole) or pre-clearance in the US for faster results.

Days 10–14

IRCC Processes Work Permit — 2 Business Day Target

IRCC targets 2 business days for GTS-associated work permit applications. Worker is authorized to work in Canada. Total elapsed time: approximately 2 weeks from LMIA submission.

Every GTS application — Category A and Category B — requires a Labour Market Benefits Plan. This is your employer commitment to activities that benefit Canadian workers and the broader labour market. ESDC scores the quality of your LMBP as part of the application review.

Job Creation for Canadians

Committing to hire a specific number of Canadian citizens or permanent residents in defined roles. The most straightforward LMBP commitment — hire X Canadians in Y positions within Z months.

Skills Training & Development

Investing in training programs, apprenticeships, co-op placements, or upskilling for current Canadian employees. Includes specific dollar commitments or hours of training per employee.

Knowledge Transfer

The GTS worker trains Canadian colleagues in their specialized skills. Includes structured mentoring programs, documentation of internal processes, and measurable knowledge transfer outcomes.

R&D Investment

Committing to research and development investment in Canada — patent filings, laboratory expansion, university research partnerships, or SR&ED (Scientific Research and Experimental Development) spending.

Underrepresented Group Hiring

Committing to recruitment of and support for underrepresented groups — Indigenous Peoples, persons with disabilities, women in STEM, newcomers. ESDC views these commitments favorably.

Annual Compliance Reporting

ESDC requires annual reports on LMBP progress. VMC helps employers track and document their LMBP commitments throughout the year so the annual report is straightforward to complete.

ESDC scores LMBP quality during the GTS LMIA review. A strong LMBP:

Applying for a Global Talent Stream LMIA — Step by Step

A complete GTS application requires careful preparation of multiple components. Here is the full process from eligibility assessment to work permit issuance.

Verify: (a) your position is on the in-demand list (Cat B) or you have a designated partner referral (Cat A), (b) the wage meets the prevailing wage floor for your city and occupation, and (c) the worker meets the qualifications for the NOC.

Obtain Designated Partner Referral (Cat A Only)

Contact a designated GTS partner organization. Describe your company and the role. If accepted, the partner issues a referral letter — typically on their letterhead — confirming the hire aligns with Canada's innovation interests.

Prepare Labour Market Benefits Plan

Draft specific, measurable commitments to benefit the Canadian labour market. Include timelines, milestones, and accountability mechanisms. VMC helps align the LMBP with your company's realistic capacity.

Compile LMIA Application Documents

Job description (NOC-aligned), wage evidence (payroll or offer), LMBP, referral letter (Cat A), proof of NOC list position (Cat B), CRA business registration, proof of company operations in Canada.

Submit GTS LMIA to ESDC

Submit through the ESDC online portal. Pay the $1,000 LMIA fee. Ensure all documents are complete — an incomplete application restarts the 2-day clock when ESDC requests missing items.

Receive Positive LMIA — Worker Applies for Work Permit

With the positive LMIA number, the worker applies for a work permit at IRCC (online), a Canadian port of entry, or a US pre-clearance facility. Pay the ~$155 CAD work permit fee. IRCC targets 2 business days for GTS work permits.

GTS Workers and Permanent Residence

GTS workers gain Canadian work experience in skilled tech occupations. After 12 months of full-time skilled work in Canada (NOC TEER 0, 1, 2, or 3), they qualify for the Canadian Experience Class (CEC) stream in Express Entry — one of the highest-scoring Express Entry streams.
