VMC handles the full process from caregiver work permit to PR — including family members.
Book consultation →Unlike many other countries where Filipinos work temporarily, Canada offers permanent residency pathways through the Caregiver Program, Express Entry, and PNP — allowing Filipino families to build a permanent home in Canada.
The Caregiver Program allows spouses and children to come to Canada with you from the start. Filipino families do not need to be separated during the PR process.
Winnipeg has the largest Filipino per-capita community in Canada. Vancouver, Toronto, Calgary, and Halifax also have large, welcoming Filipino communities with cultural organizations, churches, and Filipino restaurants.
English is one of the official languages of the Philippines. Filipino applicants are natural English speakers, which means IELTS scores are typically higher and the adjustment to Canadian work culture is smoother.
Canada is facing a significant healthcare workforce shortage. Filipino nurses, PSWs, and healthcare aides are in high demand across all provinces, with many provinces offering expedited pathways for internationally educated nurses.
After 3 years as a Canadian PR, Filipino immigrants can apply for Canadian citizenship — providing a permanent, secure future that temporary work contracts in Middle East countries cannot offer.
The most important pathway for Filipino caregivers. After 24 months of Canadian caregiving experience, apply for PR. Spouse and children can come to Canada with you from the start. Open work permit for family members.
Filipino skilled workers already in Canada (nurses, IT professionals, engineers, accountants) with 12 months of Canadian work experience can apply through CEC. Strong English skills give Filipino applicants an advantage in the language component.
Atlantic Canada has a growing Filipino community and strong employer demand. Nova Scotia, New Brunswick, PEI, and Newfoundland offer AIP for healthcare workers, food processing workers, and others with a qualifying employer job offer. Less competitive than Ontario or BC.
Manitoba has one of the largest Filipino communities in Canada. MPNP has streams for skilled workers and international graduates. Community connections in Winnipeg's established Filipino community support settlement and job finding.
The large Filipino-Canadian community means many Filipino applicants have immediate family who are already Canadian citizens or PRs. Spousal sponsorship and the PGP for parents and grandparents are important pathways for Filipino families.

IELTS General Training or CELPIP. CLB 5 minimum for caregiver pilots; target CLB 7 for stronger Express Entry CRS if planning future CEC application.
VMC prepares the caregiver work permit application. Spouse and children apply simultaneously for open work/study permits.
Enter Canada on your caregiver work permit. Spouse and children arrive with you. Children can attend Canadian schools immediately.
Work full-time in the qualifying caregiving role for 24 months (does not need to be with the same employer). Keep detailed employment records.
VMC prepares the full PR application for you and your family. Police certificates from NBI (Philippines) are required. Processing approximately 12–24 months.
A National Bureau of Investigation (NBI) clearance certificate from the Philippines is required for PR applications. Apply online through the NBI e-Clearance portal. Processing 1–2 weeks. VMC guides clients on the NBI process.
Filipino nurses must pass Canadian registration (NCLEX-RN + provincial licensing) to work as Registered Nurses. This process takes 6–18 months. VMC advises on the nursing registration pathway and how it integrates with immigration.
Philippine degrees from universities like University of the Philippines, De La Salle, or Ateneo require a WES ECA for Express Entry FSW. Filipino college degrees generally assess favourably in WES evaluations.
Some unscrupulous employers in the Philippines try to sell fake Canadian job offers. VMC verifies that job offers are from legitimate, properly authorized Canadian employers before clients invest in applications.
Several provinces actively nominate Filipino workers. VMC identifies which PNP streams are open and matching your occupation — Manitoba, Nova Scotia, and New Brunswick have historically welcomed many Filipino nominees.
Filipino applicants are strong English speakers. VMC advises on achieving CLB 9 (IELTS 7.0) which adds significant CRS points. CELPIP may be more intuitive for some Filipino applicants.
