IT professionals (NOC 21232, 21211), engineers (21311), managers (10011), and accountants (11100) are well-positioned. For Vietnamese applicants with French language skills (NCLC 7+). Quebec has its own immigration selection system. A Certificat de sélection du Québec (CSQ) is obtained first through the MIFI points grid, then a federal PR application follows. An increasingly popular route for younger Vietnamese applicants. Study at a Canadian university → PGWP → 12 months skilled work → Express Entry CEC. This pathway also allows Vietnamese students to gain Canadian language fluency and work experience, boosting their long-term CRS score and integration prospects.
With a Canadian job offer, Vietnamese workers can access PNP employer-driven streams in BC (Skilled Worker), Ontario (new Workforce Priority stream, launched June 2026), and Alberta (AAIP). A PNP nomination adds 600 CRS points — in recent draws, well above every published cutoff regardless of base score.
Vietnam's French colonial history means a portion of Vietnamese professionals have French language ability. If you do, it can meaningfully change your immigration strategy.

Book IELTS General Training (target 7.0 per band / CLB 9). If you have French background, also book TEF Canada or TCF Canada. Both sets of scores are valid for 2 years. Achieving CLB 9 English + NCLC 7 French adds +50 CRS points.
Obtain a WES (or equivalent) Educational Credential Assessment for your Vietnamese university degree. Transcripts from HUST, VNU, HCMUT, or other institutions must be sent directly to WES. Allow 60-90 business days.
A police clearance from the Vietnamese Ministry of Public Security (through the relevant provincial police department) is required for PR. Allow 2-4 weeks. VMC advises on exact procedures.
