Municipal Nominee Program (MNP) — Canada 2026

The Municipal Nominee Program would give Canadian cities the power to nominate immigrants directly for PR. As of 2026 it has not fully launched as a national program. VMC explains the concept, what to expect, and the strong current alternatives available now.

WHAT IS THE MNP

The Municipal Nominee Program — Concept and Purpose

The Municipal Nominee Program is a proposed federal initiative to allow Canadian municipalities to nominate skilled workers for permanent residence based on local needs — separate from provincial nomination authority.

Status: Not Yet Launched as a National Program (2026)

As of 2026, a fully operational national Municipal Nominee Program has not been announced or launched by IRCC. The concept has been studied, piloted in limited form, and consulted on. VMC monitors IRCC announcements and will notify clients when a live MNP program opens for applications. In the meantime, several strong alternatives serve the same goal of city-specific immigration.

City-Level Nomination

Unlike PNP (province-driven), the MNP would give municipalities direct authority to nominate candidates — allowing cities to respond to their specific labour gaps faster and more precisely.

Anticipated Structure

Based on consultations, the MNP would likely require a job offer from a municipal employer, a community recommendation, and meeting federal admissibility standards. A structure similar to RCIP but for urban centres.

Expected Target Cities

Mid-sized cities with strong labour needs and immigrant integration track records: London, Hamilton, Windsor, Moncton, Saint John, Charlottetown, Kelowna, and potentially larger cities like Edmonton and Ottawa.

Why It Has Not Launched

Immigration is a federal/provincial jurisdiction. Giving municipalities direct nomination authority requires careful design to avoid conflicts with provincial nominee programs. Consultations have been ongoing since 2020.

Potential CRS Impact

A municipal nomination would likely add 600 CRS points (same as PNP), effectively guaranteeing an Express Entry ITA for most applicants. This would make the MNP highly competitive when it launches.

Don't Wait — Apply Now

There is no benefit to waiting for a program that may or may not launch. VMC recommends pursuing active pathways now. If the MNP launches and you qualify, VMC will advise you at that time.

Municipal Nominee concept first proposed in academic and policy discussions. Several city mayors lobby for municipal nomination authority.

These programs are accepting applications today and can achieve the same goal of settling in a specific Canadian city or region.

Atlantic Immigration Program (AIP)

ACTIVE

The AIP covers Halifax, Moncton, Saint John, Charlottetown, Fredericton, and other Atlantic cities. Employer-driven — a job offer from a designated employer leads to PR. CLB 4 language, high school education minimum. Less competitive than Ontario/BC.

Rural Community Immigration Pilot (RCIP)

RCIP includes many mid-sized communities including North Bay, Sudbury, Brandon, and others. A community recommendation from the designated organization leads to PR. Job offer required. CLB 4–6 depending on NOC.
