Ontario's Express Entry-aligned streams (Human Capital Priorities, Skilled Trades, and French-Speaking Skilled Worker) operated from 2015 until June 26, 2026, when they were replaced by the Ontario Workforce Priority stream. This page is a historical guide to those former streams and provides guidance on the new replacement stream.
These OINP Streams Ended June 26, 2026
The Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades streams were revoked when Ontario Regulation 422/17 came into force on June 26, 2026. Ontario launched a single replacement stream: the Ontario Workforce Priority stream, with three pathways (TEER 0-3, TEER 4-5, and Self-Employed Physicians). The EOI portal is closed and expected to reopen later in summer 2026.
The former OINP Express Entry streams operated until June 26, 2026. They did not require a direct application - Ontario searched the federal Express Entry pool and sent a Notification of Interest (NOI) to eligible candidates. This process applied to the former streams listed below. The new Ontario Workforce Priority stream will use an updated EOI process when the portal reopens later in summer 2026.

This stream closed on June 26, 2026 when Ontario Regulation 422/17 came into force. Historically, Ontario searched the federal Express Entry pool and sent NOIs to qualifying candidates - no job offer required. In 2024, 12,731 HCP NOIs were issued. No new EOIs or applications are being accepted. The replacement stream is the Ontario Workforce Priority stream.
This stream was suspended November 14, 2025 citing systemic misrepresentation and fraud; outstanding applications were returned to applicants. It was formally revoked on June 26, 2026. In 2024, 9,006 Skilled Trades NOIs were issued under this stream. No new applications are being accepted.
This stream closed on June 26, 2026. Historically for French-speaking candidates in the Express Entry pool - among the lowest CRS cutoffs of any OINP stream. In 2024, 1,525 French-Speaking NOIs were issued. No new EOIs or applications are being accepted.

Your OINP EOI (Expression of Interest) score is not the same as your federal CRS score. Ontario calculates its own score based on: your job offer location (GTA vs regional), wage level, Ontario work experience, Ontario education, language level, and NOC TEER. A candidate with a CRS of 420 might have an OINP EOI score of 55 - or 70 - depending on these factors.
This is why a candidate who has been waiting in the federal Express Entry pool for 2+ years at CRS 430 might receive an Ontario nomination in 3 months through the right OINP stream.
Ontario launched the Ontario Workforce Priority stream on June 26, 2026, replacing all three Express Entry-aligned streams (HCP, Skilled Trades, French-Speaking Skilled Worker) and the employer job offer streams. The Workforce Priority stream has three pathways: TEER 0-3 (job offer + CLB 6 + post-secondary), TEER 4-5 (job offer + CLB 4 + 9 months experience), and Self-Employed Physicians (CPSO + OHIP eligibility, no job offer). The EOI portal is expected to reopen later in summer 2026.
The former Express Entry-aligned streams did not require a direct application. Ontario searched the federal Express Entry pool and sent a Notification of Interest (NOI) to eligible candidates. Candidates had 45 days to submit an OINP application. If approved, Ontario nominated them and IRCC added +600 CRS points to the Express Entry profile — in recent draws, well above every published cutoff (IRCC sets the cutoff each round).
The HCP stream is now closed (revoked June 26, 2026). Historically, HCP draws targeted candidates with CRS scores in the 400-480 range, well below the all-program federal draw cutoff. The new Ontario Workforce Priority stream uses its own EOI scoring system, details of which will be confirmed when the portal reopens.
