Linked to the federal Express Entry pool. Candidates must have an active Express Entry profile with a CRS of at least 300. PEI selects from the federal pool targeting candidates with PEI labour market relevance - occupations aligned with island priorities and candidates who can demonstrate connection to PEI score higher in the provincial selection process.

Upon nomination, IRCC adds +600 CRS points to the candidate's profile. This creates a near-automatic invitation in the next federal draw. After receiving the federal ITA, candidates have 60 days to submit a complete PR application to IRCC. Provincial processing time after receiving ITA: typically 3-5 months.

The primary employer-supported pathway for skilled occupations. Requires an indeterminate, full-time job offer from a PEI-based employer in a TEER 0, 1, 2, or 3 occupation. The worker must either already be employed in PEI on a valid work permit or have a confirmed offer from a PEI employer. The employer must document the provincial labour market need for the position.

Designed for intermediate occupations - including some TEER 4 roles - where PEI faces documented long-term labour shortages. Lower language floors than the Skilled Worker stream apply, reflecting the nature of the targeted occupations. A PEI-based employer is required, and the wage offered must meet or exceed the PEI median wage for the occupation.

Critical Worker draws are less frequent than Skilled Worker draws and are specifically targeted at occupations with verified persistent gaps in the PEI labour market. Seafood processing, food preparation, agriculture, and some healthcare support roles have historically qualified.

Targets recent graduates from PEI post-secondary institutions who have demonstrated commitment to island life through their studies. Candidates must have lived in PEI for a minimum defined period during their studies and must have a job offer from a PEI employer in a field related to their area of study.

For entrepreneurs who will establish or purchase an active PEI business. Requires minimum personal net worth of approximately $600,000 CAD (verified by a licensed accountant) and a minimum investment of approximately $150,000 in a qualifying PEI business. A mandatory exploratory scouting visit to PEI must be completed before submitting an application.

Approved applicants sign a performance agreement, post a performance bond, and place their investment in escrow until business milestones are confirmed. Provincial monitoring continues for typically two years before a final nomination certificate is issued based on meeting performance criteria.
